9 years of RTI Act: Implementation and Levels of Awareness

About Women's College:
Women's College run by Women's Education Society is a premier educational institution in Nizamabad city catering to the educational needs of North Telangana. The college was established in the year 1965 under the guidance of Women's Education Society with an objective to make education accessible to women in and around Nizamabad district, there by bringing a social charge and awareness in society promoting women literacy. 

The Women's Education Society is a Secular and Social Service Organization devoted to Women's Education and Welfare. Our Institute envisions teaching and learning programmes of the best quality for undergraduate students who excel and become leaders in their chosen walk of life contributing to the community, nation and the world. It was established to promote higher education among rural women in rural areas. It has the motive of "Enter to Learn and Depart to Serve".

The college is located in a picturesque, natural environment on a sprawling 25 acres of campus. The college campus is situated at the heart of the city which is called kanteshwar near the famous abode of Lord Neelakanteshwara temple. The college has scenic beauty with greenery in and around the premises.

About the Department of Political Science:
The Department of Political Science is initiating this National Seminar. The teaching faculty of the department is engaged on the Right to Information Act of 2005 since its inception. Since 2007 the department has conducted two national level seminars and one state level seminar. The Department has produced alumni who are well placed in different spheres of life and has a great reputation and distinction in producing illustrious students who have become great personalities in various fields.

Theme of the Seminar:
To replace a culture of secrecy the Right to Information Act has been passed in the Parliament by the Government of India in 2005 with a view to ensuring free flow of information and people's access to it. It is considered as one of the most important laws passed since independence. More than a law, the RTI Act is a process, a tool, concept and cultural approach to life. This Act is believed to increase transparency and accountability and contain corruption. Although the enactment of the law has made landmark in the country's history; however, it is yet to be implemented in full swing. Before going to the practice of the freedom of information in India which is included in the Fundamental Rights in Part III of the Constitution, there are still many loopholes and challenges ahead.

The seminar intends to focus on the issues in regard with the implementation of the Act and levels of awareness. Even after 9 years of implementation still it is in the budding stage in execution and providing awareness to the public. The number of drawbacks in this regard is identified and solutions to these issues to be made immediately as already it is late. 

The seminar intends to compile the best practices and suggestions from the experts, academicians, research scholars, NGO's, press and others on the implementation and awareness. 
This time was inadequate to change the mindset of the people in Government, create infrastructure, develop new processes and build capacity to deliver information under the Right to Information Act. This has led to implementation issues which need to be identified and addressed. 

Areas to be discussed:
1. Present status of awareness and better alternatives in getting access to the information from public authorities (Supply side)
The role of PUBLIC AUTHORITIES, and implementing agencies like DoPT, Centre for Good Governance and training institutes like MCRHRD in implementation is going be discussed and

Ø To look in to the Institutional issues pertaining to certain ambiguities in the rules framed by Appropriate Governments and Competent Authorities. 
Ø To examine the Organizational issues pertaining to Departments and public authorities such as appointment of PIOs/APIOs.
Ø To discuss the poor quality of compliance with key provisions of the RTI Act, limited training interventions etc.
Ø To discuss the processes and mechanisms for information disclosure i.e RTI applications and sec 4(1) (b) by PIO's and APIO's.
Ø The ways to be adopted for the enhancement of the levels of awareness will be discussed.
Ø Most effective methods in use of information technology for quick disposal will be discussed.
Ø To develop a system for effective documentation and dissemination of best practices in India. 
Ø To promote scientific management of all records in all offices in the Government and public authorities.
Ø To suggest arrangements for better information delivery at the district level.

2. Present status of awareness and better alternatives about the accessibility of information under RTI (Monitoring side) 
Ø Role of Information Commissions and Courts
Ø Role of Elected Governments, Parliament and State Assemblies

3. Present status of awareness and better alternatives available to information seekers- (Demand side)
Ø Role of RTI activists in monitoring the welfare schemes
Ø Role of civil society organization
Ø Role of Educational Institution
Ø Role of Media
Ø Role of Political Parties

Papers related to the themes and sub themes of seminar may be sent to the Convener on or before 23rdJanuary, 2015 for inclusion in proceedings.

Location of the Venue:
Women's College, Nizamabad is 170 kms away from Secunderabad. Good transport facilities are available from Jubilee Bus Stand (JBS), Secunderabad. INDRA Road Transport Services runs very frequently from JBS.

Travel Expenses:
Theme oriented paper presenters will be provided third class A.C train charges or actual bus fares after producing the original tickets.

Tourist Places:
Goddess Saraswathi Temple of Basar is 36Kms away from the town. Dichpally Ramalayam is one of the historical monument of this place which 15 kms ways from the venue.

Details of Publication:
Proceedings of the Seminar will be published by ISBN.
