This action of Major Gogoi, a decision taken on the spot due to the prevailing condition at that time, (possibly) saved ...?(how many) lives.

Was Ahmed Dar a "terrorist and/ or a "ringleader" or just an "innocent" voter? 

At that time, as per your post, Maj Gogoi should have first ascertained Mr Dar's credentials before tying him up to the jeep ... irrespective of the consequences. 

In any case, as long as it "prevented" the stone pelters from continuing with their actions, by itself indicates that the action taken by Maj Gogoi was correct. 

Whether Mr Dar was a terrorist or not is irrelevant as long as the situation was handled without a single casualty.

It is very easy to pontificate (sitting in the safety of your own home) ... I am very keen to know as to what action the individual would take when confronted with a similar (explosive) situation, in real life.

arrest Dar, or summon him as a witness in the court of inquiry against
Gogoi, or else eliminate him in a staged encounter as is usually done
in J&K (eg. Pathrabal) and then conduct a proforma CoI/CM.
