You could try asking for information pertaining to the flares acquired by Indian Institute of Tropical Meteorology (IITM), Pune for conducting Artificial Rain making Experiment in Aurangabad Maharashtra in 2015. Then ask specific questions. For eg:
- Number of flares purchased and the costs incurred with breakdown.
- Number of flares used according to date and location
- Status of balance flares and their current location
- Number of flares currently available for use.
I don't know the exact project, so can't help with framing exact questions, but the general idea is to frame the questions in a manner that can be answered by documents on record. So, for example, if you think the flares have been moved from one location to another, you can ask for details of storage of said flares by location and exact dates they were stored at that location or you can ask datewise - for example the arrangements and locations for the storage of the flares from 2015 till now.
If you think that the damage due to rats was due to improper storage or handling (likely), you can ask the precautions taken to prevent damage to the investment. And so on. Or details of containers the flares were stored in. Or, if you have specific information like "rats ate the flares when stored at the airport" - as in confirmed, you already know it, you can say that directly like "We have reason to believe that the flares were damaged at [details]" and ask for action taken to prevent further damage or request results of investigation or proceedings against responsible parties, if arrangements have been made to procure more flares for the experiment, etc Risk with enquiring about a specific incident is that if you have any details wrong, they can simply say that no flares were damaged at location xyz on date abc and obfuscate the fact that it may have been wxy and bcd, but the damage really happened. So for asking about specific incident, you must be certain that a. that incident happened and b. it was documented according to how you are asking.
