Respected Sir

Kindly inquire into and take the necessary action u/s 12 of RTI Act,
or otherwise, on my public grievance as is stated below. I would
appreciate an acknowledgment, within 5 days, of the receipt of my
grievance along with the tentative time frame to resolve it, as is
mandated by the DARPG/GoI scheme of public grievance redressal which I
am additionally applying under.

1) That Shri Rajiv Mathur in decision d/d 3.5.2012 uploaded at URL
http://www.rti.india.gov.in/cic_decisions/CIC_DS_A_2011_001055_M_81995.pdf
has failed to pass a reasoned order on the facts placed before him and
which were to be adjudicated upon by him.

2) It appears herefrom that Shri Mathur may not be fully cognizant of
the provisions of the RTI Act which were to be invoked and has instead
proceeded to base his decision using a "seat of the pants" approach
and thereby transgressing well beyond the powers and duties of the
Commission as specified in the RTI Act.

Accordingly, I have reason to suspect that corruption is involved,
which requires inquiry. Alternatively, it may simply be a case of
ignorance which can be easily corrected by proper training to bring
his decision on par with those issued by, say, yourself.

Hence this grievance petition to protect the reputation and esteem of
the Hon'ble Commission and to safeguard the interest of the public at
large which includes myself as an RTI user...
