Section 22 of the The Right to Information Act 2005  says that the provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in the Official Secrets Act, 1923, and any other law for the time being in force or in any instrument having effect by virtue of any law other than this Act.


So the High Court Rules are inconsistent with the provision of the RTI Act 2005. 

In this Regard the the Judgement of Mr. Sailesh Gandhi, Central Information Commission will come handy to you, in which the Supreme Court RTI Rules were torn to pieces by the Honorable CIC. This Decision is attached herewith
