A few years back our erstwhile group (RTI_India) conducted an open
poll to rank the then Central ICs.
Mr.M.L.Sharma came "1st" closely followed by A.N.Tiwari.
Prof.M.M.Ansari was "last" closely preceded by Mr.Shailesh Gandhi. CIC
SM and IC(AD) ranked somewhere in the middle.
This CIC decision has MLS publicly disagreeing with CIC(SM) and IC(SG).

Makes interesting reading. If I were a betting man, my money would be
on IC(MLS) who as a former police officer is presumed to know "letter
of the law" better than the other 2.
