In a secular system there is no place for ethical or unethical or Moral or Immoral.
What counts is whether it is legal or illegal.
There is a web of quota reservations for various Govt. bodies including railways own functionaries.
There is a quota for legislatures-MPS and MLAs, judiciary  and Railways own officers who have to travel at short notice. Normally these are fully utilised  and that is how reservation clerks like the case you mentioned can manipulate.
We and you are the last beneficiaries in the long list of applicants seeking reservation.
That is why the Railway Ministers whether from Bihar or Bengal or any other State consider railways as their personal fiefdom. The only hope now from Ramesh Prabhu who has a reputation of honesty and efficiency may make some improvement
This subject was discussed on this forum earlier also. Some improvements like              getting tickets within 5 minutes have been promised in the budget. Let us see how it is implemented.
Similarly about improvement in food and drinks,the private sector involvemnt may imrove thinsgs but at a cost. The question is whether the AAM ADMI can bear that extra cost?

The issue is not you and the supreme court clerk doing this sort of work. If it is done by the authorized clerk making a fool of all those sincerely waiting in the queue. ( I do not want to understand everything as legal and illegal…… I would like you to consider whether that is ethical or unethical

Ur correct the ticket clerk can do fast booking of tatkal tickets . In Supreme Court, the clerck used to collect at least 10 forms by 9.45 and feed it in his computer he will also collects the amount in advance plus some extra. Since there is cordial relation ship with clerk, lawyer never objects to such collection. by 10.2. or 10.3 he will be able to issue at least first ten confirmed tickets. There is nothing illegal in this , as the staff work very fast by expecting certain incentives.

When the Tatkal booking begins, the clerk  first books those tickets for the forms submitted the previous evening itself  and then caters to the needs of those waiting in the queue. How can a tatkal ticket issue counter starts issuing ticket at 9.45 a.m when server allows u to book ticket only after 10 .am

I dont think its possible
