This is a snap book review by IDF of BLUE WATERS AHOY (Harper Collins 430 pages ISBN 9-789553-025526430.
The voluminous 430 paged chronicle is printed with high resolution pictures in a coffee table form and is freely available on the net on https://www.indiannavy.nic.in/links for Maritime Beavers to appreciate how Indian Navy became a Force to reckon with and is rated number 5 in the world. The book explains the ingredients of its rise.
India Defence Forum (IDF) has a confession to make. The book is long but as it has many professional features that Naval officers of yore started and the Admirals of the decade 2001-10 have taken forward, it was a pleasure to rush through the chapters. It surprises many to learn how Indian Navy carries out 24 major exercises annually, maintains advanced ships in crowded infrastructure, fires powerful Klub and BrahMos missiles and shows the Flag around the world with succor in HADR and control piracy and how Naval Wives in NWWA help.
Navy recently assured the Nation it is part of India's Triad and how all this came about is in the book as the organizational aspects are in the book in detail in well arranged chapters. The decade 2001-10 in the book does justice to Navy's achievements and former Navy officers and men are assured the Navy is on course despite low budgets, discussed later.
Admiral Sunil Lanba, Chief of the Naval Staff, released 'Blue Waters Ahoy' authored by author Vadm Anup Singh who sailed against IDF as young budding Lt and retired as the Flag Officer Commanding-in-Chief of Eastern Naval Command. He presented the book to the President Shri. Ramnath Kovind, also India's Supreme Commander at Navy House on Navy Day which falls every year on 04 December to commemorate Navy's heroic offensive actions during the 1971 war which hastened formation of Bangla Desh. IDF reiterates 4th Dec should be Armed Forces Day as India does not have one, and IAF also took part in the raid on Kemari tanks on 4th Dec 1971 and Army went into action into East Pakistan and the Mukhti Bahini navigated their historic military advance to Dacca to free the East Bengalis and make Pakistani Armed Forces to surrender. Dignitaries and foreign Attaches were present at the function. This unique undertaking by the Indian Navy can be traced back to 1968, when the Service established a History Cell.
Very rightly CNS Adm Sunil Lanba a Navigator like Adm Anup Singh records. "To seafarers, chronicling history is of social significance since the sea leaves no tell tale marks for those who follow. There are no forts or ruins to tell a story".
This book is gold and the experience of CNS Adm Sunil Lanba who commanded two commands and NDC and Anup Singh shows it as they were hands on in the period and feel is very important for a historian. IDF also tried and has tried again in Novel AN UNDERHAND AFFAIR due out in January.

[IAC#RG] MY GOAL IN 2019 WILL BE TO GET GOA RAJ BHAVAN WITHIN THE AMBIT OF THE RTI ACT
The very cumbersome battle to get the Goa Raj Bhavan to comply with the Right to Information Act has been dragging on for over a decade. It is most reprehensible that the Goa Governor has been attempting to stifle the due enforcement of the RTI Act which is a legislation passed by Parliament with the aim to bring transparency in the working of the Government both at the Centre and the State. The Right to Information Act was enacted to ensure clearness and accountability in public life. But the manner in which the Goa Raj Bhavan has been subverting the RTI Act is a matter of concern.
The Goa Raj Bhavan has been deviously claiming that it is not a "Public Authority". But under the RTI Act, a "public authority" includes any authority or body or institution of self-government established or constituted by or under the Constitution. Undoubtedly, the post of Governor is created by the Constitution. Article 153 of the Constitution says that there shall be a Governor for each State, so the post of Governor is created by the Constitution.
The Governor owes its existence to the Constitution. It therefore, cannot be doubted that the post of Governor is created by or under the Constitution. Being so, the Governor is clearly covered by the definition of the "public authority". The Governor does not enjoy any immunity from disclosure of information under the RTI Act.
All Raj Bhavans across the country including the Rashtrapati Bhavan have opened their gates for freedom of Information. The Goa Raj Bhavan has apparently forgotten that the Governor is a constitutional functionary required to act as per the constitutional mandate with total transparency and not as any colonial hangover.
Only those who have skeletons to hide would attempt to insulate themselves by claiming privileges with their inability to free themselves from the shackles of glory which they seek to enjoy with gubernatorial positions.
While acts of Ministers are subject to scrutiny and available to the public under RTI, there can be no justification why the Governor should be shying away from furnishing information as the Governor is maintained and paid by the State Exchequer.
The Goa Raj Bhavan's attempt to subvert the legislative intent of the RTI Act and its brazen arrogance in not complying with the law of the country cannot be permitted nor accepted from Constitutional functionaries.
The Right to Information is derived from our fundamental Right of expression under Article 19 of our Constitution. If we do not have information on how our Government and public institutions function, we cannot express any informed opinion on it. This has been reiterated by various Supreme Court judgments since 1977.
The Right to Information Act has been hailed as the hallmark of our democracy. The Act aims at making the government transparent and more accountable. The effective use of it would, in the long run, curb corruption. Right to Information Act has become a powerful tool in exposing corruption at all levels of government.
A well informed citizenry, transparency, and free flow of information are the very foundations of any successful democratic society. India may be publicly acclaimed as the world's largest democracy but the ground reality is that we are now ebbing away to an autocratic cowboy regime. Democracy and non-transparency in the functioning of the Government cannot co-exist. Besides freedom of speech without access to information is meaningless.
Our Supreme Court has observed that "The free flow of information about affairs of Government paves way for debate in public policy and fosters accountability in Government. It creates a condition for 'open governance' which is a foundation of democracy."
It shall be my endeavor to ensure that in 2019 the Goa Raj Bhavan starts complying with the Transparency law and lifts its current unlawful and awfully deplorable veil of secrecy.

issue of so called Ram Mandir at Ayodhya, it is communicated that
Hindu Samaj of India does not believe in existence of any God named
Ram or that any temple should be built on the disputed site at
Ayodhya. Attempts to polarise the issue for 2019 by certain misguided
idol worshipping puppets of foreign divisive imperialists shall have
consequences.

Currently india is passing through bad phase because everybody is talking about religion but nobody bothers that our economy has gone haywire. Its credit goes to our politician because our constitution empowered them to make law for the welfare of the nation and its people. Due to this our preamble first sentence begins with people "we the people of india" but who cares? I think no one including Modi otherwise they would not have imposed demonetisation and GST. Tell me who has been benefitted with this? if these two have given phenomenal boost to our economy then why they (govt) are seeking reserve fund of RBI? To divert the people attention they have been talking about religion and caste only?For the sake of political benefit they have been increasing the period of reservation. Do you think its benefit reaching to the genuine people. Although our constitution has allowed with an hope that downtrodden people would come to the mainstream but is it happening? Now bank is charging money from the customer to carrying their cash? Is it right because who fails to maintain minimum balance it is common man or middle class people.Instead of addressing this we are talking about Lord Hanuman belong to which caste and religion? See how people were reacting till 90s they were giving huge mandate to one party and thereafter they did not give clear cut mandate with an hope of development. In 2014 they gave huge mandate with an hope that politician would bring prosperity but what has happened. It is known to everyone. It seems people are using all kind of permutation and combination for the sake of development only but getting disappointed from all quarter. Now nation is moving towards civil war.Now question is not that how nation will survive amid global pressure. IS THE POLITICIAN RAHUL AN UNSTABLE PERSON ?The politician Rahul, who was described as buffoon by the Telangana Chief Minister , happened to become the President of the family oriented Congress party by virtue of belonging to the Nehru family ,by way of hereditary succession management.
Obviously, he has been tutored by his paid or motivated friends in India and abroad to describe Prime Minister Modi in all sorts of abusive and indecent language, so that the public image of Modi would suffer heavily before the forthcoming parliamentary election. He has repeatedly called Modi as chor and such language has never been used against any other Prime Minister in the country by any opposition leader. It is Goebbel's tactics.
In parliament, he spoke highly critically about Modi and then went and hugged him , came back to his seat and winked at his party colleagues, as if he has made great achievement , to the surprise and shock of everyone. This made people wonder whether he is an unstable person and some people even suspecting whether he could be some sort of a play boy.
It is extremely disturbing that an opposition political leader from South India has said that the politician Rahul should be the Prime Ministerial candidate. Fortunately, several opposition political leaders have dismissed such suggestion with contempt.
It is necessary that all discerning citizens of India should putforth utmost efforts, so that an unstable politician like Rahul , who cannot even use decent language in public discourse , should not be successful in his greedy ambition to become the Prime Minister of this great country.
In the next three months before the parliamentary poll, the politician Rahul will bring down the public discourse in India to a new low level and the country men have to put up with this insult, while the sensation seeking media would be highly pleased with the "hilarious reporting opportunity".

IS THE POLITICIAN RAHUL AN UNSTABLE PERSON ?The politician Rahul, who was described as buffoon by the Telangana Chief Minister , happened to become the President of the family oriented Congress party by virtue of belonging to the Nehru family ,by way of hereditary succession management.
Obviously, he has been tutored by his paid or motivated friends in India and abroad to describe Prime Minister Modi in all sorts of abusive and indecent language, so that the public image of Modi would suffer heavily before the forthcoming parliamentary election. He has repeatedly called Modi as chor and such language has never been used against any other Prime Minister in the country by any opposition leader. It is Goebbel's tactics.
In parliament, he spoke highly critically about Modi and then went and hugged him , came back to his seat and winked at his party colleagues, as if he has made great achievement , to the surprise and shock of everyone. This made people wonder whether he is an unstable person and some people even suspecting whether he could be some sort of a play boy.
It is extremely disturbing that an opposition political leader from South India has said that the politician Rahul should be the Prime Ministerial candidate. Fortunately, several opposition political leaders have dismissed such suggestion with contempt.
It is necessary that all discerning citizens of India should putforth utmost efforts, so that an unstable politician like Rahul , who cannot even use decent language in public discourse , should not be successful in his greedy ambition to become the Prime Minister of this great country.
In the next three months before the parliamentary poll, the politician Rahul will bring down the public discourse in India to a new low level and the country men have to put up with this insult, while the sensation seeking media would be highly pleased with the "hilarious reporting opportunity".

[IAC#RG] GOVERNMENT NEEDS TO UPLIFT AND NOT ABANDON THE WELFARE OF THE CISF
The Central Government is duty bound to ensure on a priority the utmost well being of the officers and constables of the Central Industrial Security Force (CISF).
It is so horrifying to see the pathetic working and living conditions of these personnel who are shunted around the country wherever their services are requisitioned.
It is so painful that due to the work related stress, the suicide rate amongst the CISF is very high. This force which works so dedicatedly and very professionally, at times even putting their lives at risk must be well taken care of.
Prime Minister Narendra Modi must ensure that the salaries, perks and benefits of the CISF and the welfare of their families is enhanced to commensurate with the extremely hard work they put in their line of duty.
The government must Walk the Talk and 'Sab ka Saath Sab Ka Vikas' cannot be its hollow slogan. If the Government does not come to the rescue of the toiling CISF, this would be a fit case for the National Human Rights Commission to intervene.
