Dear Manoj

Thanks for providing us yet another instance of Shri Shailesh Gandhi's "INCOMPETENT CORRUPTION".

One the one hand in this decision Shri Gandhi says
"Only the PIO has been given the power to seek assistance from any other officer to provide information"

He then goes on to penalise 4 extremely junior officers who were routinely forwarded copies of RTI by the D/A (ie. DEALING ASSISTANT) of the  "Deemed PIO" from whom the assistance was sought by the actual PIO, and the said deemed PIO admits he never even saw the request for assistance from the actual PIO.

To cover up, IC(SG) treats (and penalises) even the D/A by treating him as a "deemed PIO"

To even a caual observer it is clear that the real PIO and the deemed PIO have paid somebody massively and ensured that only some petty officers have been sacrificed yet again at IS(SG)'s penalty altar (aka money making machjine)
