  • BY NON DECLARATION OF MERIT LIST ON WEBSITE, PUNJAB TECHNICAL UNIVERSITY'S THIS PATTERN IS DESIGNED TO BENEFIT MANAGEMENTS OF PRIVATE PROFESSIONAL COLLEGES.
  • CAPITATION FEES IS BANNED EVEN THEN A STUDENT CAN GET SEAT IN ANY STREAM IN GOOD COLLEGE UNDER MANAGEMENT QUOTA, ONE HAS TO PAY FROM RS 2,50,000/- TO RS 4,50,000/= IN M.PHARMACY IN PUNJAB.
  • UNDERHAND DEALING FOR CRORES MADE IN PROFESSIONAL COLLEGES.
  • The Supreme Court's ruling scrapping government quota or reservation in private minority and fees structure etc. Although the judgment banned CAPITATION FEE, IT LEFT LOOPHOLES FOR PRIVATE MANAGEMENTS TO COLLECT IT.
  • CRORES OF RUPEES SO COLLECTED BY PRIVATE COLLEGES MANAGEMENT IS GENERATED IN BLACK MONEY WHICH IS UNACCOUNTED INCOME. ALL THESE TRANSACTIONS ARE BEING MADE IN CASH OR IN THE SHAPE OF BUILDING FUND.

How the Black money is being generated by Professional Colleges in Punjab under Punjab Technical University, Kapurthala. The unaccounted collections are being made in the shape of Management Quota Seats. The Punjab Technical University don't provide list of Merit list on their website to make manipulations in allotment of seats. The seats those are being filled by Management Quota by colleges are being treated as the allotment through counseling in M.Pharma in Punjab's colleges affiliated by Punjab Technical University. In this UNACCOUNTED WEALTH THE BENEFICIERIES MAY BE IN HUNDREDS FROM TOP TO BOTTOM AS THE AMOUNT SO COLLECTED IS UNACCOUNTED AND SO NON-PAYMENT OF TAXES CAN NOT BE RULED OUT.

 

Suppose a single college in Punjab collects Rs 2,00,000 in Management Quota Seat and the collection is from say only 50 students. The streams include Engineering and Pharmacy. This is the minimum figure. The unaccounted amount comes to Rs 1 crore in each college. And the amount so collected by 100 Private colleges in a year will Rs 100 crore, the scam which is going on in the nose of management.

 

Why not the Punjab Technical University makes Transparency in selection of candidates? ---- If there will be transparency in selection of candidates then the seats allotted will come to knowledge of every citizen. Online system of counseling is the system generated to cheat the students.

 

The cheating process do not stop in colleges only. Why the University don't provide transparency in allotment of seats? Because The seats allotted are not according to merit but there is cheating with students. If there is transparency in allotment of seats then the total number of candidates according to merit should be uploaded on the website. The number of seats allotted, the number of seats occupied and the balance seats should also be uploaded by the University in transparent manner.

 

The system has been generated to create Non-transparency to provide benefits to Private colleges to generate more and more money.

 

MISMATCH IN OFFICIAL FIGURE IN ALLOTMENT OF SEATS

  1. There will be mismatch of allotment of seats in Punjab Technical University. The amount so generated by loopholes will be worth hundreds of crores. Secondly the amount so collected if it is accounted for the amount can generate taxes of lakhs of rupees which is loss to Government Exchequer.

 

Educational institutions have become den of Black money:

1.      Crores of rupees flows in to Professional Educational institutions by the Governement. These Professional colleges enjoy tax benefits as NO TAX or very LOW TAX and hush-up crores of rupees from the public. The unaccounted transactions are worth more than 1,00,000 crores in India by Professional colleges.

  1. The Government is not serious to check the menace of EXPLOITATION WITH STUDENTS. The required results have not been achieved because the Political will is lacking and enforcement of stringent laws in the field of Education are weak, and our laws are very weak.
  2. The stringent laws should be made to check the exploitation of students in the name of Management Quota. The laws should be implemented with equal strictness for everybody and that requires functional freedom from the executive, both political and administrative for investigating and enforcement agencies and in particular the CBI.
  3. The loot of students be checked and so the income generated by tax evasion should be made a criminal offence.

MANIPULATION IN ALLOTMENT OF SEATS

1.      The manipulations in allotment of seats are being made due to Non-Transparency. Due to which the money is being generated by Professional colleges.

2.      To befool the public, our government and officials do not direct the Professional colleges to upload the names with addresses and the criteria adopted in allotment of seats for public view. The exact amount collected from the candidates and Tax paid on said amount.

3.      The laws of Professional education are becoming weaker day by day. Till we don now strengthen our laws, we should not pin any hopes of any help or understanding from the Government.

4.      Students are being befooled by the Colleges and Punjab Technical University, Kapurthala.

5.      The international law of obtaining the information under Right to information Act, 2005 has been launched. But when there is no transparency in the system then what the laws will do.

6.      The only alternative is to provide information for public on the website of Punjab Technical University  about all the seats allotted by the Professional colleges in Management Quota, the criteria adopted by them and present status of remaining seats with updating on day to day basis.

7.      But the transparency will not be made because if the system became transparent then there will be no secrecy and the amount so generated by underhand dealings will be in the knowledge of the Government and the Govt can collect taxes on the amount so generated.

8.      If the underhand dealings had been stopped then the amount so generated by way of such deals will be in transparent manner and the chances of manipulations will be abolished. By this act the chances of Government to take action against the violators can not be denied.

9.      The amount so generated in the tune of Rs 1,00.000 crores annually all over India can provide employment and great infrastructure for the Public of India. But the Govt has shut its eyes due to the reasons best known to the officials and the ministers.
