Dear Mr Mathur

I agree that we should all come together / pool our talents / resources in this nation building exercise in structured / efficient manner stated in crystal clear political terms..

The first step towards this is to KNOW YOUR ENEMY.

In my view, the enemy is not the government but the people.

It is because people are lazy, ignorant, greedy, scared and divided that we perceive the Govt to be corrupt. Actually it is we the people who are corrupt and the people are manipulated and divided into doing nothing effective by parasites (NGOs, political class, media, religious leaders etc.) who tranquilise / mislead them.

Its possible to answer in generalities and in the specific.
Lets now look at the specifics.
Brilliant people like Sh S Roy could indicate just a few MOST CORRUPT MINISTRIES/DEPARTMENTS/ORGANISATIONS,which need closer scrutiny through RTI.
Certain general templates could be created for use of different members for eliciting information that could ten be followed up in appropriate manner(including PIL).
Why these organisations are not complying with provisions of sec 4 of the Act in letter and spirit could be discerned.
Where the discretion has been misused/abused could be ascertained.
Where the normal rules and regulations are seen to be flouted with impunity could be found out.
Where unnecessary expenditure is getting incurred(definitely not in public interest) could be known.
               This is just a small sample.
We can silently,yet surely defeat the evil designs of those perverting the processes of democracy,and disallowing the nation to reach its potential.
                                     And ,of course,wherever there're legal hurdles our legal luminaries/Sh Roy included, could be greatly helpful.
                            However enjoyable the stray discussions/deliberations may look,the temptations have to be resisted,to work with full focus and dogged determination.
                         That's how we'll gain and contribute.That's how we'll feel blessed.
