[HumJanenge] Sri Jagadanand Mohanty, Odisha Information Commissioner and his staff working mindlessly

 

Proof of Sri Jagadanand Mohanty, Odisha Information Commissioner  and his staff like Assistant Registrar mindlessly working and carelessly writing the decisions causing great loss to RTI regime in the state

 

Dear friends

Sri Lingaraj Jena,  a senior citizen and retired Govt. employee  having outstanding knowledge on RTI   had submitted RTI Application    to the PIO, office of Head Master, Brajendra Chandra High school , Raj Ranapur, Nayagarh district  seeking some information. Getting no information, he filed the Complaint to the Commission on 13.10.2011. After around one year, ,  Sri Jagadanand Mohanty, Information Commissioner  without hearing the cases  disposed  and closed  the  Complaint case No. 4317/11 on dated 29.11.2012 remanding it to the First Appellate Authority i.e., District Inspector of the School, Nayagarh district to dispose  within 30 days.   It needs to be mentioned here that D.I. of school  is not  the superior authority of the Head Master of a High School. So D.I. of school  cannot be Appellate Authority . Rather District Education Officer is the designated First Appellate Authority for all High Schools in the district. It was   formally intimated by Sri Jena, the Complainant to the Commission on dated 10.1.2013.  He also intimated to the Commission that  the First Appellate Authority  has not disposed  the case within the time limit  fixed in the order of the Commission.  He has not received any information.

 

After getting allegation of non-disposal of the Complaint case by the First Appellate Authority, Sri Jagadnand Mohanty, SIC   still did  not hear  the case. Rather  astonishingly,  his Assistant Registrar  sought  an "Action Taken Report"  ( attached herewith) from    the First Appellate Authority, O/o District Inspector of School, Govt. Head Quarter Hospital, Baragarh district within 30 days.  

 

Friends Just see how  the Assistant Registrar of Sri Jagadanand is writing  this letter  to Govt. Head Quarter Hospital, Baragarh   to provide  the information  about a High School. The copy of the decision of  the Commission and copy of Assistant Registrar is attached  for  everybody's reference. This is one of the thousands of the cases where  Office of  the Information Commission is  working  carelessly  and its performance is worst  to a mere Block  office of Malkangiri district.
