I thank you for attending to my RTI request diligently and providing me the information requested. The information is sufficient for my purpose of establishing that I had

formally complained in writing to DMRC (A govt company and 100% Joint Venture PSU between Central Govt and GNCTD) as far back as 01-February-2020 about gross overcrowding in DMRC metro trains and that consequently DMRC was spreading CORONA VIRUS due to "ultra dense pack conditions".

I also see from the information provided that the Station Manager has diligently recorded that I desired my complaint about overcrowding/corona virus be forwarded to higher authorities for action.

However, I am unable to understand why the action I desired was only taken on 19.March 2020

after about 200 people had been infected (officially) and about 20,000 (unofficially - ie. the silent carriers).

From the information provided to me by your goodself, I also see that my complaint although addressed to CVO/DMRC strangely appears not to have been forwarded to the CVO of DMRC as I desired. It indicates that the information provided is tampered with, prima-facie by the deemed CPIO. In the alternative it would be an extremely serious matter, considering the huge number of deaths and COVID-19 infections in Delhi, which requires that disciplinary action be taken against whosoever did not forward my complaint to the CVO of DMRC, an independent officer who would certainly have appreciated my complaint in its true perspective.

Hence, I request you to kindly see if any loose page or loose noting by CVO tagged to my complaint has been inadvertently left out in the information provided to me.

Since this concerns RTI, it may also be investigated why the DMRC Rules are not available at the stations for inspection by public as is specifically provided for in the O&M Act as well as in the RTI Act. Had the rules been there my complaint would not have been filed. I suspect that the ED (Operations) has deliberately not kept the Carriage Rules at the stations to facilitate the CORRUPT gross overloading of metro trains which was finally corrected on 19.03.2020.
