This can be argued the other way.
1) A widely decentralised PA can decide to have only a single
Centralised PIO (with an alternate for, say, when he is on leave) .
2) This PIO can then seek assistance of any other officer u/s 5(4)/
(5).
PAs which are implementing this model are very efficient. The reason
why it is so effective is that that A) the PIO is a master in denying
information using the RTI Act B) If any information to be disclosed is
hidden by any other officer - then the PIO will fully press for
penalty against that officer and will not shield him (to save
himself).
