GOI should Seriously look into the service conditions of our troops and also compare this with those of our rulers in the Parliament . Obviously the MP’s life is more comfy and rewarding from the way they fight for getting into that August House. There are at least a lakh of applicants for every seat and quite a few pay a lot of money to buy the so called “TICKETS “ even tho all of them are not certain of getting elected. Whereas our Services are struggling to fill the vacancies in the Armed forces . Why?

Are services getting subsidized canteen facilities , including liquor?
Your contention is incorrect. Benefits the governments giving are exemption from certain taxes.
At your levels you should be concerned as to why there are serious shortages in the forces. Surely some concessions in the taxes are not good enough to attract deserving candidates.
