People of this great country have a right to grow on their own. They are wise. Or is there an insult to their native wisdom? If so,let them take a decision as to how much they themselves could do(individually/collectively) and how much they expect the organisations(municipal/Sate/Central Governments) to deliver,in holistic manner-as oppoosed to piecemeal manner. Only when a budget and a long term plan gets prepared does the real picture emerge about the larger public interest for longer period spm
