I refer to the email from your office 12.May.2015 and am shocked by later press reports dated 24 May 2015 (quoting unnamed senior government officers) indicating that GoNCTD is proceeding with WiFi in Delhi scheme

I would have hoped that the GoNCTD would have reconsidered its unwise decision to hastily proceed with this scheme without proper public a
ccountability and transparency,

Accordingly I am complaining as follows.

1) That vide MHA order dated 24.11.2014 Mr.Arun Baroka,Secy (IT)/GoNCTD ought to have been transferred long ago to Andaman and Nicobar UT on 15 Feb 2015, but is somehow staying on in Delhi through "lobbying" and by acquiesing in and notifying some highly improper actions of present Chief Minister of Delhi and his Cabinet, such as

a) Notification of Delhi Dialogue Commission (In his capacity as Secy/AR)
b) Promotion of WiFi in Delhi scheme (In his capacity as Secy/IT)

I am also given to understand from DoPT website that Mr. Arun Baroka is on superannuation.

2) That after its formation, the so-called Delhi Dialogue Commission (which incidentally has plagiarised the term "Delhi Dialogue") had appointed a 3 member "expert" task force to implement a supposedly "free" Wifi in Delhi scheme.

I am aggrieved that the members of this so-called "expert" task force of Delhi Dialogue Commission were deliberately and secretly selected by Chief Minister of Delhi to ensure that they have no or few (known) formal technical qualifications to be described as "experts" for this highly technical venture involving hundreds of thousands of crore rupees in prospective licence fees.

For instance from the Internet I learn about its members that
a) Mr. Pranesh Prakash is apparently an Arts graduate,
b) Mr. Mahesh Murthy is apparently a college dropout
c) Mr. Nikhil Pahwa seems to be qualified from online websites like Coursera.

3) That I had responded to a public notice inviting comments from stakeholders in Delhi, issued by Secretary/IT, on WiFi in Delhi scheme and I was thus invited to a so-called stakeholders consultation on 27 April 2015 in GoNCTD Secretariat Bldg which I attended.

However, I was shocked to find that the technical proceedings of this consultation were actually being conducted by one Mr. Adarsh Shastri whereas Mr. Arun Baroka/Secy/IT/GoNCTD was sitting like a dummy throughout and in fact Mr. Baroka left the proceedings midway and the session was shortly terminated without substantive discussions. In other words the so-called stakeholders consultations were a fraud publicly conducted inside official GoNCTD premises by an imposter in Secy/IT's presence.

I am therefore aggrieved that Mr. Adarsh Shastri is not a government officer and had absolutely no business being present at the session or being allowed to conduct the proceedings to which I was invited or even to have had access to my comments submitted to Secy/IT/GoNCTD..

It is also not known to me what technical qualifications Mr. Adarsh Shastri possesses to moderate such a highly technical and controversial subject or to sit above myself while dissecting it. It seems that whereas Mr. Adarsh Shastri widely misrepresents himself as having a "MBA degree", his formal technical qualifications, if any, are unknown.

4) I am further aggrieved by press reports that the Wifi technology being considered effectively has a limited range of around  50 meters per node. It could thus conceivably take around 500 nodes/Access devices/Towers per sq.km of coverage, and need around 5 lakh such nodes/towers to cover the public areas/spaces of Delhi. The annual licence fee set by DoT is around Rs. 20 lakhs from each user of a co-sited static radio transmission tower. The operators of the backhauls would also gain by huge amounts by providing such kind of internet services. The "lost" revenue from 5 lakh WiFi nodes is likely to be considerable, and explains why officers like Mr Arun Baroka are not being transferred out of Delhi.

I would therefore request you to kindly inquire into my complaint/s and ensure that there is no hanky-panky in this WiFi scheme which entails a) loss of revenue to GoNCTD or any municipal corporation  b) wrongful gain in/of public property/spaces to private persons/entities c) any other loss / wrongful gain, d) all persons involved in approving this scheme are properly qualified.

NB: It is trite to mention that telecommunications is a Union list subject and role/motive of Shri Arvind Kejriwal's Cabinet for providing highly valuable commercial internet resources to the public "free" needs to be properly explained and investigated.
