I know Mr. Lesli personally, He is very active in the field of RTI. He is running RTI clinic in heart of Mumbai from past 5 years.

He has taken up many matter regarding wrong doing in his resident association.

I am of doubt somebody who wants to take revenge from him has instigated his mad neighbour to attack him. But unfortunately it is only doubt as we don't have any concrete proof.
