<DIV dir=ltr>Dear friends, it is unfortunate to note that the Principal Secretary, DPAR, Janaspandana has failed to respond to the legitimate expectation of all RTI Users by deciding to proceed on with scheduled meeting with the group of Kria Katte members only.Since our request was turned down by the Principal Secretary  without giving any reasons, complaint to the Hon'ble Chief  Secretary and other officials of the KIC is  made with a request to reschedule the meeting and to give opportunity of hearing to all concerned.The same is being forwarded to you all  for information. please submit similar complaints to the Govt so that our rights are enforced as per law. SUB: complaint against shri. Shri. Tapan Senapathi Principal Secretary, DPAR (Janaspandana Cell).   
 
     Sir, with reference to the captioned subject, it is brought to your  kind attention that the above official is acting in arbitrary manner in so far as the conduct of meeting with civil Society on the implementation of RTI ACT-2005 which is scheduled on 9th February -2011. The Above official has deliberately failed to give a minimum of fair opportunity to the members of civil society. The above official has not issued any notice of hearing either through electronic media or print media inviting the public for their suggestions/opinions on the implementation of RTI Act. Instead of adopting this fair and transparent procedure, the above official  has chosen to conduct his meeting with the representative of only one RTI related group namely Kria Katte which has no mandate , whatsoever,
from the public to represent people's view. On coming to know such partisan attitude of the above official, the undersigned complainant represented to his office the need to give opportunity of hearing to other sections of the society through proper notice. In spite of above representation, the above official has decided to proceed with his scheduled meeting with selective group members of the Kria Katte by refusing invitation to other citizens. These acts of above official are unethical, undemocratic and smack of arbitrariness. His conduct of inviting one selective RTI group of his choice, ignoring the interest of the common citizens, is unbecoming of public servant. Concerned authorities of the Govt is requested to take appropriate actions against the above official for his partisan and favoritism attitude with an instruction to reschedule the meeting so that voice of all the affected persons are taken into consideration by the Government on the
implementation of RTI ACT-2005. 
 
Since this matter is of public importance, it is put in public domain
