Was CIC fixed to keep sinking UPA-II afloat?

Was the Central Information Commission's recent decision to bring political parties under scope of Right to Information Act a fixed one to bail out a sinking UPA-II government ?
National Convenor of India Against Corruption Er. Sarbajit Roy certainly thinks so. In a complaint sent today to Shri Satyananda Mishra India's Chief Information Commissioner, Roy openly accuses CCIC Mishra of
"cutting a secret deal with persons like Subhash Chandra Agarwal and Agarwals' political sponsors to bring political parties under RTI Act, so that the parties would be more amenable to allowing the monsoon session of Parliament to function to get a law passed to take several categories of organisations out of RTI Act and to also simultaneously get some truly outrageous legislations like the Food Security Bill enacted."
Roy goes on to add that some other Commissioners are aggrieved that the drama of bringing "Political Parties under RTI" was scripted well in advance for the CIC to allow the UPA-II Govt to survive a few months more, and that CCIC Satyananda Mishra, and his successor as Secretary/DoPT P.K. Misra, would be amply rewarded for their "treachery" to India's RTI movement and to the nation. The next senior-most Central Information Commissioner M.L Sharma has already put in his papers saying he won't work under juniors, like P. K. Misra is. Mr. M.L.Sharma is the former Special Director of India's premier Central Bureau of Investigation "CBI" and well clued into the current political scenario and setup.
After Sharma's principled resignation the CIC is abuzz that the decision on political parties is another Government device, like the CBI, to keep certain political parties wedded to supporting the Government in Parliament or else have their sources of funding and selection of criminal candidates exposed under the RTI.
Er. Roy has also disclosed to this bureau that with ex-DoPT Secretary P.K Misra having already submitted his application for the post of Central Information Commissioner while in office, and also the curious fact that no separate advertisement was issued for post of Chief Information Commissioner falling vacant on 4.September 2013 it indicates that it is fixed that yet another former DoPT Secretary like P K Misra will eventually become the next Chief Information Commissioner for valuable services rendered by them in office, ie. keeping the UPA-II's sinking ship afloat.
Er. Roy told us that the DoPT has also recorded its strong disapproval on file against the CIC's resolution that their senior-most Commissioner shall automatically become their next Chief. The file containing these notings which are blatantly designed to make P K Misra the next Chief Information Commissioner has been sent to the PMO for the PM's approval. In the meantime details are emerging how secret IB reports are being manipulated to eliminate candidates for Information Commissioners.
