The position of RHC may hardly improve. I, including my friend, have filed many petitions against RHC but no result. Even the decisions of Commission are not complied with. Then a writ in RHC will not fruit any result , and the same may not be maintainable in SC.Even the CIC do not emphasise upon compliance. A decision dated 30.07.2010 against RHC is still awaiting  compliance. An another decision of RIC against RHC has been stayed by RHC too. High Court has turned a high handed court where no  law is applicable. Therefore I can't advise you to waste your time and money in this futile exercise. Some of the above are attached herewith for your satisfaction. A decision in Karira,s case has been also stayed by RHC itself. When the notice was served upon Mr. Karira by a policeman he felt frightened.  Though I do no like to discourage you but I wish to apprise you of the ground realities. Although other High Courts have complied with CIC orders. However feel free to write me in future.
