Let me share my experience with you.
After experiencing the same problem as you, I lodged a complaint with the Police Commissioner.
There was prompt registration of complaint, and assurance of action, as may be seen from the following excerpts.
Somehow, I'm not aware of the progress thereafter, and have failed to chase it so far.
But, you may like to lodge a similar complaint, and then follow it up, more efficiently than me.

Sir,

1.    I needed to purchase non-judicial stamp papers for a total value of Rs 310. Divya Documentation Centre at UG-71 Somdutt Chamber-II, 9 Bhikaji Cama Place, New Delhi 110066 was approached. They overcharged by Rs 110; i.e. instead of Rs 310, they charged Rs 420. Being in dire need, I had to accept this outrage, moreso because all stamp vendors were found to be indulging in the same practice of gross overcharging.
2.    Kindly take cognisance, and order the initiation of due process of law. I undertake to provideprosecutable evidence in this regard.

3.    I am 79 years old retired Army Officer, and am not able to run about. However, I shall co-operate with your officials to penalise the defaulter stamp vendor, for the sake of propriety, and to save other citizens from this abuse.

Dear Mr. Rakshpal Abrol,

The RTI issues apart, I place before the IAC, rampant corruption prevailing in the sale of Judicial Stamp Papers through out India.  If you want to purchase a Rs.100 Stamp Paper, you have to cough out extra amount a minimum of Rs.20 to Rs.30 as premium.  The Stamp Vendor is already getting a very good commission from the Govt. for selling the Stamp Paper.  But, the Public are forced to pay extra amount for purchasing Judicial Stamp Papers.  Daily, one Stamp Vendor may be selling Stamp Papers worth lakhs of Rs.  Imagine how much extra money he/she is making.  The extra amounts collected by the Stamp Vendors are all corrupion and unaccounted money. Effortlessly a Stamp Vendor will be collecting an unaccounted money of minimum  Rs.10,000 and those who is selling high volume Stamp Papers would be making quite a lot of unaccounted money.   Please find out whether any Stamp Vendor is filing  Income Tax Return and if at all filing, how much income he/she is showing out of his Stamp Paper sales.  I am sure, no Stamp Vendor will be filing Return and IT Authorities are silent spectators  on this issue similar to so many other issues.  

Similarly,  exhortation by the Notary Publics are going unnoticed. The other day, I have to execute an  Indemnity Bond for loss of LPG Deposit Voucher (Subscription Voucher).  As per the Rules, the Indemnty Bond is to be attested by a Notary Public.  For attesting this Indemnity Bond the Notary Public sitting in the High Court campus in a Maruthi Van with a Notary Stamp demanded Rs.150/ Is it fair on the part of the Notary Public to exhort like this for attesting a Indemnity Bond.  Already, I had to cough out Rs.100/ for buying a Rs.80/ Stamp Paper and paying under exhortation Rs.150 to a Notary Public (I don't know the Genuiness of the Notoary Public also, since he is sitting in a Maruthi Van with a Notary Rubber Stamp with some No.) in the High Court Campus and exhorting money for attesting the Bond.  Even if I go to an Notary's Chamber/office, it is the same case.  

IAC is fully aware of what is happening in this field.  The most affected are common man who is fighting for a simple living. He/She has no other option except to pay the exhortation to complete the job.  Why IAC is paying attention on these issues where the common man is exhorted and ;put into lot of inconvenience. 

IAC Members should view this issue very seriously.
