Some ICs have taken position of IC informally and joined for additional salary as double pension and some IC spend from their salary to improve system, split opinion are always there in this world.

It may well be that only SG's office is "paperless". But can we citizens forget that Shailesh voluntarily took upon himself the task of digitising / cataloguing / indexing the CIC's record as mandated by section 4(1)(a) (see CIC minutes of meeting).
So if anyone is responsible for failure of CIC's records being digitised it is Shailesh Gandhi - who it seems is focussed on earning carbon credits instead of doing his job.
In any case, at least 1 other IC has informally refused to adopt SG's solution because it is based on pirated / hacked OS software which was under GNU/GFL.
