There are 3 basic (and ever increasing) levels
1) Bibilical (New Testament) - If enemy slaps you turn the other cheek for him to slap you again. (Luke 6:29) [This is to harden you and develop patience]
2) Indian system ; Swami Vivekananda : Be a karmayogi ignore all the filth and mess around you and get on with your own job.
3) Bibilical (Old Testament) : An eye for an eye and a tooth for a tooth. In India we say "sau ka sava sau".
India didn't get Independence because of non-cooperation or white topi monkey brigades. We got "freedom" because we showed that 1 British life was equal to 10 Indian ones, and our battle hardened forces which defended the Empire had come home to find their wives and families had been abandoned and left to fend for themselves.

You are talking about corruption we face in our day today life. It is not political corruption but corruption at lower level of bearocracy. The biggest corruption is political and higher level of bearocracy involving billions of Rs.as we see from scams tumbling out one after the other without any repite during the last 5 years.
