Thanks for pointing out that Putin never made such a speech being the shrewdest Leader on our Planet , as declared by you  , about which I humbly  stand corrected . I only went by the mail I received in my Box without confirming it's veracity . Error on my part ! However , may be you could also let every one know your considered views/ comments   about the remaing contents reflected in  my mail  about the pathetic  socio-political  situation in our country , which is the important part ?

He's one of the shrewdest leaders on this planet. What he actually

Please read his speech carefully. It is based on the premise that
Russia is UNDER-POPULATED with an AGING POPULATION and INADEQUATE
LABOUR FORCE.

None of these premises applies to India
