IAC now also has (a) Charter, (b) Manifesto (c) Code of Conduct, all
of which were missing when you may have been a IAC volunteer during
the 2010-2012 anti-corruption movements.
You should not bother yourself to form IAC state units, as IAC are
very well entrenched in many parts of India and very well loved by
local people. In other under-represented areas IAC has appointed
General Secretaries to propagate and advance the movement's ideology.
In Kerala, Mr. Hari Kumar Bhartiya from Kasargod is the nominal IAC
G-Sec, and Mr.Venkatraman whose post you replied to is from T.N.
PS: As IAC is very democratic, open and communicative, please share
and partake freely.
