What you are asking for is creation of a police state with state of the art information technology surveillance network with everybody spying on each other. You are in good company with Anna Hazare who has demanded the same thing in all the newspapers today.

Corruption instinct generated out of greed, ego and comparison has no relevance to religion, caste, minority, color etc. Greed is human. Those who have overcome greed will not indulge in graft.
