Corruption instinct generated out of greed, ego and comparison has no relevance to religion, caste, minority, color etc. Greed is human. Those who have overcome greed will not indulge in graft. Those who have not, will do it even if they have enough.
Anti corruption law in conjunction with ground implementation of true NEGP 2011 and not pseudo NEGP of 2005 coupled with honest media has the potential to arrest the greed. Thus, 40 developed democracies have adopted the proven and most powerful combination of stringent laws plus NEGP coupled with tranaparent media and are in the top 40 bracket of least corrupt index. Human beings are same in 40 democracies as also in India. Thus, urge for greed will come in all human beings. The question is how to arrest it ?
The solution must be practical and implementable in a finite time frame. The solution needs to demonstrate every single time the grave consequences of taking graft and must keep staring like a hawk into the eyes, ears, mind, heart and spirit of every individual. Spiritual teaching and following is necessary to inculcate righteousness. However, that alone is not sufficient. For completeness, this is only possible in addition, through stringent laws, indep investigation, quick punishment, true NEGP and honest media. Corruption will vanish.

to think that only legislation can ever eradicate corruption without studying and rectifying the various anamolies of the pay /working conditions of the lower bureaucracy is to stage Hamlet without the king of Denmark. let us know more about the 'whys ' than imposing solutions to an intractable problems. To inpose tough laws over the lower bureaucracy would also give another handle into the hands of the bosses of the upper classes to harass religious minorities and back ward class and SC/ST employees. so let us not be in a hurry .
