[rti_india] Copy of FIR lodged by Punjab IC against appellant [1 Attachment]

Attached is the copy of an FIR lodged by an IC in Punjab SIC, against an RTI applicant.

Just wondering, why doesn't any IC lodge a similar FIR against PIos for disobeying

his orders (which are binding) and also for non deduction / non recovery of penalty imposed by them ?
