No this Hillock The Quarrying Has Stopped Long Back , May be More than 400 years When the Then Feudal Leader Whom we Call as "paleyekar"  The Kempe Gowda the Third of Magadi Ruled and Formed Bangalore --- Bendakaluooru Meaning the Town where he Got Boiled Lentils . There is A Story Behind this . Fortunately He Built Four Guarding Towers in Four Directions encompassing the old City (which we Call As "Pete" -The market In Kannada) Kempegowda Was So confident That He also declared that Bangalore will not Grow Beyond these Towers .One such Tower is Built on the Hillock on LalBagh . 
History also speaks Because of its Climate , the British Who Acquired The Mysore Kingdom After Tippus Fall in The Great srirangapatanam Battle , Made Bangalore as Their Cantonment and In 1870's there Was A Great Plauge Attack on Bangalore and More than 3900 Citizens Died and Then Two New Locality Were Formed one In South and another in North . the south One Encompassing LalBagh Is Called BASAVANGUDI because of the Bull Temple and North Is Called Malleshwaram Because of The malleswara Temple 
Even Today The Postal numbers For these new areas are 3 & 4 See my address . 
The Main Area where the Administrative Office (now High court is located ) Called Attara Cuthceri (Eigteen Depts) is Bangalore -1 , The City Market area or "pete" is Bangalore -2

"a million years old"??? Do you know how old is earth? Its 4.7 Billion years old. The gneiss rocks would be almost 3.8 to 4.01 Billion years old, if not older. Unless the rock contains some form of fossils preserved, which is very unlikely, GSI would only provide technical advise and not permission.
 
Gneiss along with granites are being mined ruthelessly in various quaries in Rajasthan, Deccan and East India. So this is rock is most likely to be quaried by some greedy merchant for export purpose. So if you are indeed staying close to this rock, make sure that you do not contact silicosis from the constant quarying and cutting of this huge rock.

GSI --- Geological Survey of India , is correct . Reason the Small Hillock Extending to about 20 acres in The LalBagh Next to the South Gate also called as Siddapur Gate is an Millon's Year old GNEISS Rock Formed Under Certain Specific Conditions At The Time of The earth formation And Is One of the Few In asian sub-Continent As Identified Long Back by GSI and Several Earth Scientis And Geologist's .
This I can Say With authority Because I live Hardly 100yards From Lalbagh Near to the WEST GATE . The Lalbagh tank is Visible From Terrace and I am an Life member of Mysore Horticulture society

By permission, I suppose they mean ASI and not GSI. Did they say how much would they be earning from the ads which would be painted on these dustbins costing 50K?

What has surprised one and all in the official circles is the cost estimated for each of these works. For instance, the cost of 30 dust bins has been estimated to be Rs 15 lakh (Rs 50,000 each). Similarly, Rs 1 crore for an irrigation system, Rs 15 lakh for site cleaning, Rs 25 lakh for a decorative wooden gate and so on and so forth.
