The only time the RTI Act speaks of corruption is in the context of the exempted security agencies. If you don't believe me do a word
search.
BTW, the Preamble is not part of the RTI Act, and if at all the preamble may be relied upon in legal procedings, it is only to the extent it summarises (or clarifies) the parent Act
