There is no question of close (iiner) circle. This was obtained by one of our members after a bitter RTI fight and I assisted him before the concerned appellates. The subject matter was the existence of the CIC's "convention" to elevate the seniormost IC to CCIC-ship. So you can be sure that from now on only a senior Secretary (preferably from DoPT) will be appointed "at the right time" as an IC. - and so you also have your answer as to why there are no ICs being appointed .. till the right time.

By the way, what is the source of your information and how much this infn if authentic?
 
I mourn that I am not in the close circle of any and is deprived of such information which is possessed by u. 
 
I m also going to take up this case with Mrs Sushma Swaraj.
