U R Right, but I also doubt that the desiginated Post Offices accept second appeal or complaint.  After confirming the facts, if it is found correct, the matter should be taken with the Postal Department citing this provision.  Facts may also be verified by filing an RTI to thbe Postal Department asking about the implementation of this section of RTI Act.
