Govt. has given publicity to many websites of various Departments for registering complaints and for other work and we often experience that they are not properly working.  Recently cases of not properly working were the system of online Tatkal Ticket booking on Railway website and Grievance Registration on the India Post website. Now a case has come to light about the website of Deptt. of Consumer Affairs'.

 

On 15th March on the World Consumer Rights Day, big advertisements were inserted in the media informing Consumers to log on to www.core.nic.in. for registering online complaints.

 

When we try for this, the message displays:

 

You are not authorized to view this page

The Web server you are attempting to reach has a list of IP addresses that are not allowed to access the Web site, and the IP address of your browsing computer is on this list.


Please try the following:

·      Contact the Web site administrator if you believe you should be able to view this directory or page.

HTTP Error 403.6 - Forbidden: IP address of the client has been rejected.
Internet Information Services (IIS)


Technical Information (for support personnel)

·      Go to Microsoft Product Support Services and perform a title search for the words HTTP and 403.

·      Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled About Security, Limiting Access by IP Address, IP

When I called the toll free number 18001804566 and asked about this, it was informed that there may be some technical error in the opening of the website.  This prima facie seems to be false as the message displayed on this is 

 

"YOU ARE NOT AUTHORISED TO VIEW THIS PAGE".  Apparently, it seems no technical problem but some one has deliberately downloaded the message though the website is opening.

 

         I was advised on aforesaid toll free phone that instead of above website, I can try www.ccccore.nic.in.  On opening this to register complaint and when trying to submit complaint online, in the field username, I typed my name, as required. On this message comes "Username must be character only". I do not understand the word character and request members for help. If it refers to digits, how one can convert his name into digits?

 

There is one more field on this website asking for password of the complainant but the complainant cannot disclose the password as the password is personal which must not be disclosed to others for safeguarding from any misuse of his email.

 

When many times tried to lodge complaint on the toll free number 1800-11-4000 also published in the advts, the message is "All the agents are busy". Your call is important for us" and please wait for some time. Every time, after waiting for about 5 minutes, finding no other alternative, have to disconnect the phone.

 

         In the absence of systems being in place, all the govt. efforts and money spent on such advt. have gone in smoke.  And, that money is in fact is of tax-payers. Also, it seems that such websites of many Departments are just an eye-wash to duck the public.

 

         Is there some real problems with the websites of Govt. Departments or it is deliberate to gain publicity only by not doing anything concrete?

 

         To find out the truth, one needs to file RTI application asking for the number of online complaints received in a particular period.  RTI should also be filed to the Ministry of IT managing such websites.

 

Who would come forward?
