As for the part of the advocate stating that "It is the PA who has to bear the charges" why dont you ask him, if the same logic would apply to officers charged for crimes like corruption, murder etc. by the CBI ? Would he also prefer to defend, at the cost of public funds, the policemen who raped a defenseless school girl recently?

On 2nd. November 2010 Justice Ajay Lamba on CWP No. 2514 of 2008, PIO, Department of Health & Family Welfare Vs. Punjab State Information Commission has delivered a very important Judgement on Section 20 of RTI Act stating that the penalty on PIO is personal and if approaches High Court he has to come before it in personal Capacty.
