RTI ACTIVISTS FEDERATION PUNJAB demands that a representative of civil society must be on 'Right to Service Commission" to be set up in Punjab - We understand that the proposed "Right to Service Commission" will have two members and a chief commissioner. The person to be appointed as the chief commissioner of this commission will be at least in the rank of chief secretary or secretary in the union government, while the two other members will have different criteria of selection. For one member, he or she should be either secretary in the state government or of same rank in the state police service, while for the second member one should have at least 15 years of academic experience in public administration.
RTI ACTIVISTS FEDERATION PUNJAB is of the considered view that the aforesaid proposal is "one-sided" to say the least. We demand that this "Right to Service Commission" which has to hear appeals against orders passed by the Appellate Authority, must have at least one representative of Civil Society, otherwise the proposed "Right to Service Commission" shall be rendered into a Commission by the Bureaucrats, of the Bureaucrats, and for the Bureaucrats and will not be able to inspire the confidence of ordinary citizens of Punjab.
RTI ACTIVISTS FEDERATION PUNJAB, therefore, demands that the Government should make provision for appointment of at least one Commissioner in the proposed "Right to Service Commission" should be appointed from civil society with back ground of social work, and who should be eminent for his unimpeachable integrity - H.C. ARORA, STATE PRESIDENT, RTI ACTIVISTS FEDERATION PUNJAB.
