[rti_india] Prime Minister - Typical Red Tapism / Bureaucratic Reply cannot be accepted. Concrete action to reduce pending RTI cases at CIC needed.. [1 Attachment]

Dear Sir,

This has reference to public grievance filed by me on 28th October 2010 to take action to contain the exponentially increasing pending RTI cases at CIC, New Delhi. 

After six months, I received reply dated 7th April 2011 today on 19th April 2011 & then I talked to the Officer concerned who replied to me to get the needed clarifications. 

What it confirms beyond doubt is that no action has been taken by the UPA Govt which is not in order.

UPA Govt not  fixing any reasonable time limit for hearing of RTI cases by CIC & their disposal and not taking any action to reduce pendency of the RTI cases amounts to smothering RTI & intentional encroachment on the fundamental right - Freedom of Expression.

I am awaiting confirmation on concrete action by the UPA Govt and the time limit within which the RTI case should be disposed in a month or two to serve the real utility of RTI to reduce corruption & improve accountability of the public administration.

I am directed to refer to e-mail letter dated 28.10.2010 forwarded by Prime Minister's Office ID No. 15/32010-PMP-4/239362 dated 28.03.2011 on the subject cited above and while appreciating your interest shown in the effective implementation of the RTI Act, 2005 to say that as per Section 12 (2) of the RTI Act 2005 "The Central Information Commission shall consists of (i) the Chief Information Commissioner; and (ii) such number of Central Information Commissioners, not exceeding ten, as may be deemed necessary. Further, the appointment of Chief Information Commissioner and Information Commissioners in CIC is done as per provision laid under section 12 (3) of the RTI Act, 2005.

PS:

On receipt of above-letter today on 19th April 2011, I talked to Shri R K Girdhar over phone 01123092759 as I could not understand the action taken. He told me "No action taken in the subject matter" but could not write it in the letter though letter was written by him. He further informed me that I was at liberty to lodge complaint against him. However, he could not answer my incidental question as to how it will help redress the public grievance. He further told me to talk to Shri K G Verma, his boss, or make another representation to Prime Minister. He also told that he had his own constraints & could not answer my queries whether what was happening was okay or not and whether he was working for the citizens of India or for his bosses.
