What you said is 100% truth ,each information commissioner is acting in his own style , thinking the commission is political party office , I have taken to task on all the commissioners with reference to 
the above , Recently Mr. AKM Nayak passed an order stating that information sought by the applicants to provided to directly to door steps muddam  and he made several chanages in the system 
I questioned him that  does he want 12th , 13th , 14th murder of rti activists may be from the bangalore , since he is directing the pio's to deliver the information by muddam not by RPAD 
I met him along with other applicants and demanded immdiate change , the RTI act is brought for the public welfare not the officers , bureaucrats or Information commissoners rest house 
or orphonage or old age home , then immidately he called the Ashok and aked him to change the changes made , the information must be provided through RPAD / SPEED Not the Muddam

Thanks for your representation filed before the appropriate authorities.  It should be followed by Press Release, Press Meet and Dharna programmes.  Now it appears AKM Nayak alsoproved himself as unfit to hold the post of CIC inKarnataka.   Each commissioners have become independent and conducting the cases in their own fashion.   We should put an end to this practice.

Mr. A K M Nayak  since from the date of assuming charge as CIC expressing his inability to discipline the Information Commissioners.  Now he is blaming the Secretary of the Information Commission for the lapses.  It is totally incorrect.  It is understood that KAS Officers Association has taken an  informal decision not to accept the Post of Secretary in the KIC by any of its senior members.  Earlier secretary Mr. Nagesh was humiliated by Krishna during his tenure as Incharge Information Commissioner.  He had used some unparliamentary words against Mr. Nagesh, a senior KAS Officer.   It appears AKM Nayak is unfit to head the KIC since allotment of cases is prerogative powers vested with the CIC.  Can we wait till a new Secretary assumes the charge and set right the procedure in KIC in the above situation.
 
Demand for dismissal of Krishna should be placed before the appropriate authorities.  It should be one of the main agenda  of the Federation.   Federation can not be a silent spectator for the developments.   I strongly suggest that Federation shall take up this issue on a priority basis  and place the demands.  A clerk working in the KIC vested with the powers of adjourning the cases and giving fresh dates for further hearing can not be tolerated.  Unless the commission's activitity is monitored no progress can be made in the implementation of the RTI Act in Karnataka.
 
I am aware of the legal provisions under which Information Commissioner can be dismissed.  It is our responsibility to create a strong public opinion against corrupt persons working as Information Commissioners.  As a first step a representation may be submitted to all constitutiona authorities to bring  pressure  on them to act upon Mr. Krishna.  If we fail even in submitting a representation, the basic purpose of forming federation itself  will be defeated and we will be at par with other organisations which are claiming to be saviours of RTI in Karnataka.

RTI Acytivists are silent about  demanding resignation of H N Krishna.  Except a few individuals like Mr. Magar no organisation working for RTI has strongly demanded his resignation.  I understand some peoples yesterday demanded his resignation before KIC.   We should not only demand immediate dismissal of Krishna but also demand the following from all commissioners of Informtion commission immediately:
 
1.  Voluntary disclosure of Assets & Liability by all Information Commissioners.
 
2.  Adherence to the working hors of 10.am to 5.30 PM by all Information Commissioners.
 
3.  Stop meeting PIOs before hearing of cases.
 
4.  Code of conduct for Information Commissioners.,
 
5.  Hearing of atleast 25 fresh cases every day by each of the commissioners.,
 
Unless some strong demands are placed before Mr. AKM Nayakl and  strong public opinion is created against inefficient and corrupt Information Commissioners,  INformation seekers  will continue to suffer due to heavy pendency.
 
I hope KRTIF will rise to the occassion and work out strategy  for better implementation of RTI.
