Dear sir,
We Are an NGO Specially constituted & formed to Study the Impact , Implementation And monitoring of The Right To information act 2005 . Two of our trustees are Designated National resource persons on RTI . we Conduct Training Programmes on Both supply & demand Side , we conduct Regular RTI Clinics And help center With Karnataka state Charted accountant Association , Karnataka Legal services Authority .
During the Course of Such Training Programmes Or Clinics or help Center activities We Come across Various Problems of Interpretation of the Law Especially From the PIOs Which to Our Study and Deduction are Much being Contrived rather than Real ones .
 
Today we have Come across One such problem of Your PIO Namely Mr S Vaidhynathan Senior Manager (Corporate Communications) and the Desgnated Public information Officer , Vide His Letter Dated 15/09/2011 and Numbered PIO/02/154 , Has communicated to the Requester of Information that He has to provide the Proof of his Citizenship , through Certain Suggested Documents .
 
It Is in this Connection This mail is sent to you , with an Fervent request to Intervene and Inform Convincingly that NO PIO is Empowered are Given discretions to Question the Citizenship of any requester and if so he is required to provide the requester Such Memo/OM/GO or any instructions including Material Supplied during training which would enable us to procced Further with Monitoring Ministry To Issue Such directions or advisory .
 
we would also request that It should Be appreciated that a fundamental Right such as RTI As Delared and pronunced By the Supreme court Cannot Be diluted by such erroneous Interpretations and If Without prejudice Taken Up as an complaint Would Clog the system as well The PIO becomes liable For penalty .
 
It is also brought to your kind notice that the Act is Now Completing Six years of enactment very shortly
 
A line in reply of Action taken on the grevieance Early is highly Anticipated
