It is unfortunate that we have yet another PM and government that is showing all signs of failing just like the predecessor UPAs.
In all jobs there is an element of this or that type and quantity of risk that comes along with it. One has to work / perform within and despite those risks. Hence, if the babu is scared to "perform", which seldom does in any case, he should quit and move on to some other type of job where the risk parameters suit him better.
Even otherwise, they should explain whys and hows of Vadara, coal, CWG, Bofors, Jeeps, ................... etc.

Yes I agree that it will dilute the
penal provisions further.Gradually we are witnessing the
same drama being played out first by Dr. Manmohan Singh, who
in the begining of his tenor was trying to make the
bureaucracy responsive but gave up the efforts leading
finally to the Anti corruption agitation of 2011. Now
congress is replaced by the AAP crowd. Media is playing the
role of Sakuni.JKGaur

Despite all the nonsense being published in the paid
media, the Modi
Govt is all set to make the already weak "Prevention of
Corruption
Act" even more irrelevant and unworkable.

The proposed Act is now a deadly cocktail between
a) a drastically reduced definition of corruption,
b) a system where the citizens cannot report and prosecute
offences of
corruption directly,
c) a system where the police cannot investigate complaints
of
corruption, a system where the Lokpal / Lokayukt is given
tremendous
discretionary and concentrated powers.

If we see who are the people who drafted this nonsense and
are
promoting it, we end up with the same old set of "Team
Anna" rascals
and their judicial godfathers. The recent one being drafted
up by the
Law Commission where Justice (Retd) A.P. Shah has been
placed.

The next decade will certainly be the most corrupt decade in
India's
history because the common people have been fooled into
signing away
their freedoms and rights by these "Team Anna"
rogues who are now
mainly sitting in BJP and Aam Aadmi Party.

Here is the Law Commission's report, which in effect
says, that bribes
are legal so long as the bribes are delivered to an outside
"party"
and the babus should have no fear of prosecution.

To take a hypothetical example, If "Mr. A" makes a
donation to Aam
Janta Party, and the Aam Janta Party legislators (embedded
as
Parliamentary Secretaries) push through the files in the
Secretariat
building for providing WiFi in UT of "Andamans" to
cause a loss of Rs.
10,000 crores to the islanders, the Secretary of the IT Dept
in whose
name the orders are issued will be untouchable.
