[IAC#RG] Regarding complaint of Sh. Sarbajit Roy- Delhi Police's corruption in the matter of Dy.C.M., GNCT of Delhi.

I refer to the forward of my complaint from O/o Commissioner of Police
vide Dy. No. is 18250/E-mail dated 01/10/2015 through DCP/Vigilance
vide This office U.O. No. 2296/P.Sec. CP, dated 05/10/2015.

I further refer to the email sent by ACP/PRG, FOR DY. COMMISSIONER OF
POLICE, TRAFFIC: (HQ): DELHI. to Shri Ajay Chaudhury OSD to Hon'ble
LG on Sep 10, 2015 in this connection of LG Office U.O. No.
47(1)/RN/2015/809/A-4216 dated 08.07.2015, on the subject cited
above.

It is very strange that the Delhi Police is privately denying what
several national newspapers and news media have reported, ie. that the
Vehicle DL 10 CA 0017 in which Shri Manish Sisodia was traveling was
stopped after a long chase at high speed and challaned after
interception at Wazirabad bridge.

Accordingly, in view of the serious nature of the allegations of
corruption I am raising, and which I fully intend to pursue, I am
hereby calling upon Delhi Police to immediately publish a rejoinder to
the aforesaid Times of India news story on Delhi Police website under
advise to me. Failing which I shall presume that the version of events
of Delhi Police, ie. Mr. Sisodia's official vehicle, Toyota INNOVA,
immediately stopped at the spot, that there was no chase /
interception as reported by media, and that the driver paid the
challan on the spot etc, is totally false and concocted to save Mr.
Sisodia.

I am also looking forward to receiving a specific reply on my
unanswered query on why Rs. 400 was collected as challan when the
prescribed amount for compounding this offence is Rs.360, and who has
pocketed the difference of Rs.40/- and how it is accounted for.

47(1)/RN/2015/809/A-4216 dated 08.07.2015, on the subject cited
above.

The matter has been looked into through
DCP/Traffic/Eastern Range. It has been revealed that the Complainant
has asked the statuary enquiry in the matter of recent (12.06.2015)
over speed challan made by Khajuri Khas Circle against vehicle No.
'DL-10CA-0017' in the area of kharuri Khas Circle. This vehicle was
belongs to Delhi Govt. and using by the Dy.Chief Minister of Delhi for
official purpose as reported in national media. As per applicant, the
errant vehicle of Dy. Chief Minister of Delhi was caught after a long
high speed chase and the applicant further raised the following
questioned according to the media report published in national media
News Paper:-

1. That, why the vehicle could not stop whereas too many chase
vehicle, advanced expensive interceptor were present at that time.

2. That, why the errant vehicle was not searched and examined.

3. That, why the FIR was not registered against violator.

4. That, why the Dy.CM/Delhi was allowed his driver to drive in over speed.

5. That, why the magistrate enquiry was not conducted on it and so on.

In this connection, it is submitted that as per the office record of
Khajuri Khas Circle, challan record and also the statement recorded by
TI/Khajuri Khas Circle from interceptor staff of KJC, those were
present at the time of prosecution of aforesaid vehicle, which was
caught for the violation of over speed in the area of Khajuri Khas
Circle and it has been found that aforesaid vehicle was signalized by
staff at Nanaksar Signal, after the interceptor device recorded its
speed 64Km/h, more than prescribe limit i.e. 50km/h, and after the
flagged down by staff the errant vehicle was stopped it self at the
spot. The challan was made against vehicle No. Dl-10CA-0017 for
violation of over speed and was fined Rs.400/- as usually in the area
of Khajuri Khas Circle. As mentioned in too many News paper and
National Media that the aforesaid vehicle was caught after a lenthly
high speed chase by the staff of Khajuri Khas Circle which took more
than one hour. Whereas, no such type of incident was happened to
prosecute the aforesaid vehicle as a matter of fact. As far as is
concerned, the prosecution of aforesaid vehicle is relates to Traffic
police of Khajuri Khas, further matter belongs to Delhi Government. A
copy of challan is hereby attached for ready reference.
