I presume you mean the "Short Service Commission" system under which a
large number of entrants join.Or did you mean the 33 years which an OR
has to serve to enjoy full pension, but which rarely happens ?
The Indian Army is a voluntary service and it is an individuals
"choice" to join or not. Personally I have always believed that there
should be universal compulsory national military service for 2 years
between age 18 and 22 so that personnel can make an informed decision
on joining a "professional" army as a career.
The (mischievous) recommendations of the 3rd Pay Commission were taken
after the 1971 war, which caused a huge economic loss for India and a
fear in Govt that army could take over. It was allegedly taken to
correct the "imbalance" between armed forces getting 70% pension and
babus getting only 30% pension. Many Pay Commissions have tried to
correct that. I recall that in 1998 NDA/BJP Govt increased the
retirement age by 2 years to delay pay out of increases of pension
caused by recommendations of the 5th Pay Commission. This caused those
in service to draw 2 extra annual increments alongwith increasd DA,
so when they retired on or after 2000, their pensions had actually
increased by 50%.
Just look at the spiraling pension bills for armed forces (source
Sunil Jain "Short step from OROP to Greece") - Rs 11,250 crore in
FY05 to Rs 21,790 crore in FY10 and R54,500 crore in FY16; for the
government as a whole, it is up from R26,250 crore in FY05 to R60,489
crore in FY10 to R127,507 crore in FY15. To put this in perspective,
India's GDP rose from Rs29,71,464 crore in FY05 to Rs61,08,903 crore
in FY10 and to Rs1,25,41,208 crore in FY15—so as a share of GDP,
India's pension bill rose from 0.88% to 0.92% in a decade. As a
proportion of total government expenditure, it rose from 5.3% in FY05
to 7.1% in FY15.
And all this for (as a former COAS wrote in an official letter to PMO)
an army that is unfit to fight.
All I can suggest is that all retirees should focus their guns on the
politicians and not cause collateral damage on other sections - the
vast majority of those who work (and pay for these pensions by way of
taxes) and who do not get state pensions or any form of social
security and who are HUGELY RESENTFUL of the privileges conferred on a
select few.
