Let me clarify
1) I did not imply that Dr Pathak is behind this new RTI website. In fact it could be a competitor envious of Pathak's super-earnings.
2) Legally of course there is no difference between the 2 officers - IF they have used govt computers for their personal benefit. It constitutes an offence u/s 409 IPC punishable with life imprisonment among other offences. As we both know :-) but for benefit of our members, the usual example cited for 409 IPC is a case from British India where 2 public servants were sentenced to life imprisonment for selling for 2 annas the "nightsoil" (ie. toilet droppings) from a Govt dak bungalow as fertiliser.
