Re: [HumJanenge] 17 lakh thousand crores is the money stashed away from government exchequer in last two years

DDA/ Govt. has left enough scope for the repeat of a scam similar to one perpetuated last time when thousands of fake applications were submitted by the property dealers and by an ex bank employee, based at Jhunjhunu in the name of illiterate and poor residents for the SC/ST quota.

In the scheme, the flats allotted in the reserve quota can be sold immediately whereas the flats allotted to general public and in other reserved quota cannot be sold or transferred for 15 years. I came to know from one news paper report that the DDA has proposed 10-year ban on sale but the Ministry of Urban Development did not agree.

In the last scheme, the veracity of software was shrouded in mystery and on public out-cry, software was sent for checking to two labs, GEQD at Hyderabad and C-DAC at Thiruanantpuram.  EOW, Delhi Police has received reports from both the labs and informed the DDA that no irregularity has been found but the Police is not giving the copy of these reports or making the reports public.  On the basis of so called claim, DDA has procured go-ahead from Justice G S Sistani of Delhi High Court and proceeded to allot the flats from Nov. 2009.

On my appeals, Mrs. Sushma Singh, Central Information Commissioner remanded back my appeal to Delhi Police on 26-10-2010 ordering it to furnish the speaking order why the copies of the reports cannot be given to me.  Even after two months now, I have not received any reply from the Delhi Police.

Two days ago at the fag end of the scheme, Mr. Ajay Makan, Union State Minister has demanded 70 per cent quota for government employees and for the residents of Delhi.  Every body knows that at this last stage of submitting applications, such changes cannot be effected and if made, can be challenged successfully in the Court.  This should have been done earlier when everybody knew that DDA is coming out with a new housing scheme with a huge number of flats.  In such circumstances, the step seems only a eye-wash to score points from the voters.

From the above, what can be concluded by the public? However, DDA is buoyant from the fact of good response for this scheme.

Let me tell you one more scam in advance despite all vigilence, all RTI laws, everything DDA Housing-2010 (last day is today). There will be a scam again as it usually happens everytime. Lets wait and see.

Dear Sir,
Following are my observations:

1) we are help less indians.-- Sorry this is not true. We are not helpless but at the same time many of us has become callous. and few are whistle blowers

2) We know many scams today but I think it is because of RTI-2005 that we get the chance to quantify scams. Scams were always there but never unearthed like they are today. Needless to mention people's greed, and lust for money too is increasing everyday.

3) Scandlers like Adarsh Scam, CWG Mess, and 2G spectrum know that RTI-2005 is there, CVC is there, CAG is there- but scmasters performed their task -scams-unfazed by all. This make me think that investigation post scams are also fixed - (no evidence available though, only intelligence).

4) The flow looke as if: scams are to happen-> investigations are to happen-> proofs to be destroyed->judicial process would not find sufficient proofs-> All well for scamsters in few months/years -> citizens forget.

To your statement 9) God only helps those who help themselves.

Thanks
Abhinav
