Let us see if the govt. in fact consult all the stake holders or some stake holders, at least renowned orgn like Parivattan, Kabir, Prathidhi, CHRI, Transorancy International Pardarshita and so on.

Proposal to Amend RTI
The Central Government has received some suggestions/communications
suggesting amendments to the Right to Information Act. These include
enlargement of the scope of exemptions from disclosure of information,
rejection of vexatious and frivolous requests etc. It has, however,
been decided that amendment to the Act, if any, shall be made after
discussion with various stakeholders.
This information was given by the Minister of State in the Ministry of
Personnel, Public Grievances and Pensions Shri V.Narayanasamy in
written reply to a question in the Rajya Sabha today.
