Corruption is one of the several forms of injustice. Delivering justice falls under the ambit of the Judicial branch of the government.
Enacting a quasi-judicial body for delivering justice is an utopian concept, a mirage in the desert. Enacting Acts (there are many wonderful laws) is great, but IMPLEMENTATION is the KEY.
Constitution of India has sufficient provisions for delivering justice. You may please go through Article 12 to 35 titled Fundamental Rights; especially relevant to the subject matter of discussion Article 14 & 16(1):
Article 14 which states "Everybody is equal before the law and everybody should get equal protection of law"
Article 16(1) which provides for an equal opportunity for all the citizens of our country to cross the boundary between CIVIL MASTERS & CIVIL SERVANTS.
Revisiting back to Article 14, how can an unequal law be enacted for a citizen of the country (Civil Servant) which would result into contravening the fundamental rights guaranteed under Article 14 and as such violate the Basic structure of the Constitution of India ( Corruption is not limited to Civil Servants, it is prevalent in the Civil Master's Society as well !!!)
Friends, corruption needs to be defined more clearly and its ambit also needs to be extended in compliance with Article 14 of the Constitution of India.
Transparency is the KEY.
