Sir,

Against common perception of blackmailing, time consuming, RTI applications are with a simple purpose to get rid of difficulties as this is the only Act (I understand) where the time is fixed, and reply is made compulsory (though not being abiding by PIO's).

At state level problems are of such gravity that, people sitting in Delhi simply can not understand them. I read somewhere a story that Once people of England demanded loaf of bread from queen, she astonished and replied why don't you eat cake instead of bread. She simply failed to understand that she had so heavily taxed the citizens that they were were unable to buy bread even. How could they think of cake.

The main problem lies in understanding of problems. Weak & wealthy, literate & illiterate have different problems and different solutions. But once they are handled by the same person. Simply the person fails to understand. (Legends like Pt. Bhimsen Joshi, Jagjit Singh, Bhupen Hazarika, Shammi Kapoor and Dev Anand who left us this year would be shedding tears in heaven watching the whole nation grooving to Kolaveri Di, Ooh-la-la and Jalebi bai and people are making money here just other side of coin).

I have on several occasions condemned filing RTI applications without any purpose and do so again.  Such acts will defame the Act and give a handle to RTI baiters to beat the RTI Act  with this baton. All right spirited persons should oppose and discourage attempts to burden the govt. with RTI with ill intentions and for blackmailing the PIO.  After all govt. is running with the money paid by citizens as taxes and the time of the staff should not be wasted. 

However, it is difficult to prove that the information sought is not with good intentions and is merely for the purpose to harass the PIO or Public Authority.  PIOs and PAs will say that most of the applications are for blackmailing them.  For them, all the applications are vexetious and infrotuous but many such applications have unearthed many scams including 2G, correspondence between Finance and Home Ministers on 2G allocation and on many issues.

Dear Mr Gupta,

My heading was "fair comment", and Mr Prabhu has appreciated it (and
the spirit it was made). Mr Prabhu's reply has also been fully
circulated to all concerned by me.

The "reality" is that in the law of India (such as IPC) if any one
(say Mr. "A") blackmails / extorts for a contravention by say Mr "B",
then Mr "A" is to be penalised (and not Mr "B").

Mr Prabhu continues to state that no, no first punish Mr. B then go
after Mr. A. It is RTI activists like these who are murdering RTI Act
by misusing RTI for a purpose it was not intended. RTI is not a
primary tool / weapon to be used to "fight" corruption. As the news
article states it is these RTI PARASITES who file multiple coordinated
frivolous RTIs in vexatious manner who are being (rightly) prosecuted
/ targeted by the State.
