I feel really gratified that MLC Shri Sanjay Dutt took cognisance of my
concerns and letters about RTI. These matters were also discussed by
media.He took the trouble of discussing this matter with me in detail and
raised the issue in the Legislative Council and gave a lot of suggestions
which have been accepted completely by the CM. The CM had earlier been
apprised of these, but has now given categorical assurances.
These are mainly:
1. Considering appointing two more Information commissioners apart from the
Chief Information Commissioner to ensure faster disposals.
2. Requesting the Information Commissioners to dispose pending cases in a
timebound manner. This is the first time that any Chief Minister has taken
such a progressive stance. (I would be happy to sit with the ICs and help
to achieve this).
3. He also accepted Mr. Sanjay Dutt's suggestion to start the process of
selection of commissioners ahead of the vacancy.
4. He has assured the house that the committee headed by the home secretary
will not make any attempt to redefine 'information' and that his office has
also been instructed to take a liberal pro-transparency stance in giving
information.
Many members participated in this discussion and everyone took a positive
stand on RTI.
Only Mr. Jayant Patil expressed some reservations about RTI users asking
about the specifications of public works and alleged that there were
blackmailers amongst RTI users.
I am very glad to note that the CM clearly expressed the view that these
are exceptions and the RTI Act is serving a very useful function.
I would be happy to hold RTI sessions with Mr. Jayant Patil and other
MLAs, MLCs who would like to understand RTI. I would also be very glad to
assist in ensuring that the CM's commitments can all be implemented.

Appointments and Selection of Information Commissioners.
