Sarbajit is right. Matters where third party is involved, can take more than a year as Section 19 allows the party to approach the CIC / SIC against the disclosure. This delay is evident from the Guj HC judgment in the matter concerning Reliance Industries.

Agreed that the respondent PA stand to benefit from the decision under reference, however, like it always happens, the CPIO of other public authority would herein after find loopholes in RTI Applications and use this an alternative route for denial of information.

decision, I have shown that where there is a 3rd party involved the
RTI request can be delayed by at least 1 year. I am sure that all the
PIOs and FAAs will take very serious note of this decision and it
shall become yet another precedent where I have STRENGTHED the RTI ACT
to bring out its true spirit and intent.
