1) I am not suggesting that you file in your own name / address.
2) How to file an appeal /complaint at CIC is "defined" in Chapter IV of the (illegal) CIC Management Regulations 2007. Hopefully, the Hon'ble High Court will strike down this piece of s*** once Mr Habibullah retires. http://cic.gov.
